Hoicin is by far the best Chinese food in Sacramento, on the same level as the authentic Chinese restaurants in San Francisco's Chinatown. I had the good luck to live in Rosemont (near where Hoicin is located) for three years and was a weekly customer. Now that I live downtown I still drive the twenty minutes to Hoicin when I can; there is just no other Chinese food in Sacramento on par with Hoicin. If you want authentic Chinese food you won't be satisfied anywhere else. Personally I would recommend the Mongolian beef as their best dish. Additionally, the food is served fast (dine-in and to-go orders are often ready within five minutes of putting in the order) and the staff understands the meaning of true customer service. If I could give them more than five stars I would.
Pros: The best food, excellent service, and fast.
Cons: The only drawback is the location; the ambience level is average.

If you want a less "Americanized" version of Chinese cuisine - Check out HoiCin! If you want the dialed down version, Panda Express doesn't take reservations and they conveniently place your meal in a "To Go" box to save you sometime!
This place is definitely GOOD EATS!

Hoicin is one of my favorite restaurants within the neighborhood of Rancho Cordova. Me and my girlfriend have been to hoicin for a number of times for the past few months, we were having a great time every single visit. It is located in one of the ugliest strip mall on Folsom Blvd, which I remember the first visit I made, I was questioning myself how good a restaurant will be if it is in a mall like that... I almost wanna to turn around and go somewhere else, but finally I did give it a try and good thing I did.
Unlike some of those hole-in-the-wall type of Asian restaurants in the neighborhood, it is clean and nicely decored. Great services, and dishes were always presented neatly.
I am Chinese so usually I intended to order some traditional dishes, and my girlfriend is American-born Korean, she intended to order mostly Americanized Chinese dishes. Good thing is, they do well on both cuisine.
Based on our several visits, I could summarized a bit on the dishes we like the most:
The top dish is always be their black peppercorn steak filets, beef cube in a strong favor of sweet black pepper sauce, meat is very tender and the sauce is well-balanced, even it has a strong favor, but never overwhelmed the taste of the meat;
I personally like their smoked sea bass, although it isn't a everyday dish which cost like $20 something. Boneless sea bass have a nice honey favor, juicy and fresh. It isn't a big dish but very unique. I have had this type of sea bass in a few restaurants in Sacramento and even Bay area, I personally think they did the best job;
My girlfriend loves their sesame seed chicken, pieces of chicken leg meat, battered and dressed in a dark brown or I could say black sauce, topped with sesame seed. It is good for me, but personally, I preferred white meat more. I think it will taste ten times better;

been there a few times in the past month, their black peppercorn steak filet is a must try. juicy, sweet & tender, couldnt get any better than that. their live lobster in sampan deep fried style also a killing too. they aint that busy, during dinner time, but i think it is because they aint in a good neighborhood, otherwise, i bet they will rival some of the big boy if they are in DT or area like folsom.

I have found only one place that is comparable to what I have had in New York and Boston.....HoiCIn is a nice little place and Ok if you want something quick, and the people are nice, but this is not it. I recommend House of Chang (Natomas and Elk Grove Locations)

I had been to Hoicin once or twice in the past and loved the place and then one night I was out doing something and saw a car with the "Hoicin" on top of his car with the phone number, stating they delivered! When I saw that I quickly wrote down the number.
A few days later I decided to look up their website http://hoicin.com/ and saw their menu. I ordered for a delivery and also asked for a menu to be brought to my home with the food.
They were very courteous both on the phone and in person and sincerly seemed to enjoy serving me. The menu they brought to me was a REAL menu, not some paper thin menu. It has photos and all that.
One thing I do want really make clear.. TIP THE DRIVER. I tip a minimum of $5 even if I just order $15 worth of food.
Give them a call. You will not regret it. :)

I took my wonderful girlfriend to HoiCin for Valentine's Day. I based my decision to go there on the reviews on CitySearch and I was pleasantly surprised that all the positive reviews were true. Tons of people do take out and I think we will too. We ordered the beef w/ cilantro soup. I've always loved that soup and HoiCin's was one of the best I've ever tasted. Then we got their Double Dragon (which is crab/lobster in their signature batter). Gf and I devoured the whole plate. We also added on the Seafood Happy Family which was a good mixture of meat, vegetables, and seafood. Was not very Americanized Chinese, as some Chinese restaurants have resorted to. The marinade for the food is just right, not salty, but not bland either. Almost perfect. We are already planning to come back again this coming weekend, if not the next weekend.

There are few neighborhood restaurants that deserve my regular business. Hoi Chin is one of them. They have a very large menu and I've never ordered a dish that I didn't like. I usually rate a Chinese place based on the quality of their appetizers, Hoi Chin has excellent prawns, butterfly-style with light crispy batter. Not greasy. The fried rice is a good bargain and it stays fresh even for leftovers the next day (doesn't dry up like other greasy spoon China cafes). Delivery is prompt and no fee is charged, so tip well.
