I’ve only used citi habitats once, but I wasn’t impressed. They seemed to me to a by-the-bulk operation. The staff was young (fine but) and inexperienced. I wondered how long they’d been working and what their training was. Maybe it’s just because I wasn’t looking to spend a lot of money, and that’s what they seem to be catering out (churning people out as much as possible) but I would only go back to them if I had to find a place in a hurry.

yes, they don't charge extravagant fees for their services/finds, but they are not the brightest people and not very trustworthy. perhaps it was the man that I had to deal with, but he was very duplicitous and shady.
I wouldn't deal with them again. Better bargains and friendlier service to be had/found elsewhere.

Although I have not seen any no-fee apartments offered through Citi Habitats (I look for studios for rent), very occasionally they have cheap finds in doorman buildings in good neighborhoods. They charge a broker fee which is standard in New York. What I like is their website is reasonably updated, and I do not think they engage in false advertising.
