I recommend Loto to meet friends for a drink and conversation or to quietly read with a glass of wine. It is a great place to unwind at the end of the day or week. The wait staff have always been friendly and inspired me to try some new drinks. Unfortunately, I have always been disappointed when I decided to stay for a meal. The choices are limited, the food service is slow and the quality inconsistent.
Pros: Great bar setting with friendly wait staff and a good view
Cons: Limited and boring menu with inconsistent food quality

I've eaten at Lo To before and it was wonderful, but tonight's experience will keep me from ever again stepping foot in Lo To. I shared a wonderful Spinach/Gorgonzola salad that was ruined by being drowned in what should have been a light dressing. My dining companion's steak was cold and undercooked. Although plentiful, her french fries were cold and rubbery. My meal was a "crispy" fried halibut. I inquired before ordering and was assured by the waitress this was a wonderful choice in dinner! In addition to being cold, the batter surrounding the overdone and rubbery halibut was thicker than the soles of most people's shoes. Fortunately, it easily peeled off the plasticized chunks of fish flesh. We dared not try dessert and headed for Walgreen's for a fresh bottle of TUMS.

My friends and I have given this place several tries. Each try has been very disappointing. The poor and rude service is very consistent. We will never go back to this place and we live in downtown St. Paul. Calling the food average is a compliment. Generally, I would say the food is way over priced and the quality is low. Go anywhere but Loto.
Pros: It is downtown
Cons: Horrible service, overinflated prices, average or below food.

This had to be one of the worst restaurants I've ever been to. We were the ONLY patrons there when we first arrived on a Sunday at 6:30 pm and we did not see anyone else in the main dining area, yet it took an incredible amount of time for our dishes to be brought to our table. We did have 13 people in our party but since the restaurant was far from being crowded, we don't know why it took so long to get our food. Then, we we did get the food, it was very disappointing! I ordered a ham and cheese panini and it was very flat, very dry, and the bread looked like the bread you get in the elementary school cafeteria. Another person got the vegetable panini and had similar comments. Another person got the reuben sandwich and it did not look like any reuben I've seen before - very little meat and again, the strange bread. Everyone's french fries looked like very greasy spaghetti - totally limp and very unappetizing. It also did not have anything that really would appeal to children. I would not recommend this restaurant - there are so many better choices around!

Please set your expectations on low for service at this restaurant. After going there several times, it was the same poor service - whether weekday lunch, weekend brunch, or weekend night. If you can get the attention of your waitstaff within 10 minutes of arriving, you're doing well. The food took too long to come out, and don't expect a refill during your meal, because that's part of the poor service mystery. I keep going back because I LOVE the location and LOVE the decor and concept. The entree/salads tasted great every time, but the cakes tasted like they were from a frozen pre-made company, not homemade at all. Twice they did not have what I requested from the menu in stock - and it wasn't the special of the day - it was margherita pizza and nachos. I live and work in downtown St Paul, and to have a restaurant with this concept and beauty is a big benefit, so I'll keep going back to support it. That is - anytime that I feel leisurely and have a high tolerance for bad service.

I think it would be a great happy hour hang out spot especially if you work in downtown st. paul. Love the design and atmosphere of the restaurant, also a fan of Fhima's and LOVED Louis (too bad they closed it)

Not being from the Twin Cities area, I found LoTo by doing an internet search when I came here for a conference. I noticed the bad ratings but went anyway, figuring I would see for myself about the food and service. I was pleasantly surprised, I got service right away, the food was excellent, the person who took my order was very nice and accomidating - I am vegan so needed to make sure I avoided meat/cheese/egg and my server was very good about not only taking down my requests but making sure that when the food came out it was right. I definitely recommend this place.
Pros: The option to either sit and be served or order from the counter
Cons: Only a few vegeterian options, but those few options can be made into vegan easily

When my best friend and I first walked in we were going to order our food promptly at the counter. The man behind the counter was too busy talking on the phone to take our order, so we decided to sit down and eat. The service was very slow even though there were only two other tables filled in the restuarant. Our water glasses were never refilled. My soup (tomato basil) was served luke warm, although it was tasty. The chicken breast sandwich my friend ordered was wimpy. She choose a house salad with her chicken sandwich only because they were out of french fries, which consisted of leaf lettuce only, not even dressing until she asked for some and received it 10 minutes later. Overall, very disappointing. I would not recommend this place.
Pros: good tomato basil soup (if your lucky it may even be warm)
Cons: poor service, whimpy chicken sandwiches
