I used to go to Gene Juarez or the Spa at Pro Sports--while I still go to Pro Sports for that relaxing facial, I go to In Spa for waxing. It's inexpensive, they do a decent job and there is no tipping! It may not be as cheap as your local nail place, but it's very sanitary and just like a regular spa with private rooms and licensed aethesticians.
Just like anywhere, it depends on who you get...I've had an excellent experience there the 5 out of 6 times I've gone.
There are locations all over the greater Seattle area, and there's a new one in Redmond at the just opened Whole Foods Center.

I really want to love InSpa. They have a good menu of spa offerings and you can choose exactly what you want. They also include tip in the price, so you don't have to worry about how much to do, which is really nice. I have had a few complaints though...The atmosphere is OK, but not super-relaxing (mostly white in there). The people who work there are OK, but not super-friendly. One time, when I was 10 minutes late, I got bumped...I had to come back five hours later.

InSpa is a great place if you just want to get a manicure, pedicure or waxed on a regular basis for appearance. They are very hygienic and the prices are great, especially once you factor in the no tipping policy.
However, if you after relaxation, go elsewhere. It's generally noisy and they don't really have a typical "spa" atmosphere.
Staff is generally friendly and good at what they do, but some are definitely better than others.
This is true of the Bellevue Square location as well.

Because InSpa is a chain you will always know what to expect... The quality is consistent throughout all their locations. You will not receive the same luxuries or quality of service as other more pricey day spas (for example: their in-house products that are used for facials aren't up to my standard, anyway), but for the price and convenience it can't be beat. Best of all, their tipping policy (there is no tipping) takes away all the pressure of figuring out what's fair, etc, leaving every portion of your experience stress-free.
