I believe that the Royal Kitchen has the best tasting baked manapua in the city. My favorite was the baked lup chong bau. In my opinion, Royal Kitchen definitely has more meat in each manapua compared to their competition. They also have many other local treats for example: Rice cake, chicken manapua, Steamed manapua, almond cookies, etc...Its located on the River Street side of the chinese cultural plaza. The location might be hard to find if you're not familiar with the area. I recommend you search for driving directions on Yahoo Maps to find it.
