Let's get this straight, first off. There are two types of auto insurance: 'real' insurance and 'street-legal' insurance. By this, I mean that real insurance is the stuff you buy when, if you have an accident, you actually would everything taken care of for you, no questions asked, no hassle, etc. However, some people cannot afford or cannot qualify for good auto insurance and so must buy 'street-legal' insurance. In this case, you're just buying insurance to obey the law, but realistically, you'll have a hard time claiming anything if you have an accident.
Marvell Tower specializes in the latter type of insurance. IF you have a bad driving record, are underage, or just broke, buy insurance from them. It's cheap and it meets legal requirements. However, try not to have an accident - more likely than not, you will have an extraordinarily hard time claiming anything.
Disclaimer: they don't write insurance themselves, they just broker insurance for a variety of low-cost insurers.
