If you live in or around Capitol Hill and are in need of a haircut, check out Bubbles on Pennsylvania Avenue SE. Most guys would be a bit turned off by the name, but I can vouch that they do a decent job cutting hair, and they won't try to talk you in to getting a perm or highlights or any crap like that. I've even see a few congressmen in there getting their haircuts as well.
